Name the withdrawal rule before anyone is upset

Most arguments about emergency cash happen after the money has already moved. One person withdrew it for a reason that felt obvious on the morning. The other person hears about it at night and does not agree that the reason was an emergency. The reserve is smaller, and the trust is smaller with it. A withdrawal rule is a way to have the disagreement on an ordinary afternoon instead.

Four lines are enough

Who may withdraw. In some households either adult may take cash up to a named amount, and a larger amount needs both. In others, one person holds the passbook and the other must be told before the withdrawal, not after. Pick the version you will actually follow. A rule that requires a meeting you will not hold is a wish.

What counts. Use examples from your own life: a week of lost income, a medical bill, a repair that keeps someone working. Then name one thing that does not count. The example that comes up often in this office is a gift or a loan to a relative. Some households want that to come from the reserve. Many decide it comes from a different pot, because a relative’s request can arrive every month and the reserve would never refill.

How the other person hears. Same day, in person or by a call, with the amount and the reason. A message three days later is how small withdrawals become a pattern nobody agreed to.

How the pot is refilled. The amount, the day, and which income it comes from. A withdrawal without a refill plan turns the reserve into a loan the household owes itself and then forgets.

Rehearse one case

Before you leave the table, walk through one case out loud. The motorcycle needs a tyre before market day. Does that come from the reserve? Who goes to the account? What amount would make you pause and speak first? Couples who do this once are less likely to improvise when the tyre shop is closing.

Look at the rule again after any real withdrawal, and at least once a year. A rule written when both people were calm can be revised. A rule that was never written will be invented by whoever is holding the passbook on the worst day.
